When adding an image to a note on excel, the Lock Picture Aspect Ratio option is greyed out, and my images are warped. How do I re-enable this option?

I am trying to create a masterlist of all the reptiles and amphibians I have seen and want to add images to go to each observation. Ideally I have been trying to get the image on the note that pops up when you hover your cursor over the cell, because adding images directly to the cell messes up the other cells for that observation and doesn't look good.

I have been able to do this in the past, but now when go to add an image to a note, the lock picture aspect ratio checkbox is greyed out, and my image becomes squished. Is there any way to re-enable this option? I've tried looking it up online but it either tells me to add images directly to the cell, how to re-enable other options that were greyed out, or walks through the process of adding an image to the note and their lock picture aspect ratio already works.

Edit: Forgot to mention, I have excel 2021.
